Police arrested Cesar Leonel Isidro-Castro, 23, for third degree refusal, careless driving, no Minnesota driver&8217;s license and fourth-degree DWI at 10:18 p.m. Wednesday at the railroad tracks near the Albert Lea Seed House after the railroad company made a call to police that there was a car stuck on the tracks, according to police reports. Reports stated the vehicle likely had traveled off of the dead end on Seventh Avenue and onto the tracks. The man was not injured, and the train was able to pass safely.
