City Council to set special cleaning day

In what is anticipated to be one of their shortest meetings of the year, the Albert Lea City Council will vote Monday on when to host this year’s Hometown Pride Cleanup Day, which gives city residents the chance to get rid of many unwanted items at free or reduced rates at the Albert Lea Transfer Station.
The proposal is to host the cleanup day on May 16, from 9 a.m. to noon. It would be held in correlation with the Downtown Cleanup Day already scheduled for the same day.
For the cleanup, it is proposed to have disposal rates free for brush and yard waste, free for household garbage, free for demolition debris, $10 per appliance or sofa bed, $5 per piece of furniture and $3 per passenger car tire.
Regular rates apply to all other items.
City Engineer Steven Jahnke has requested that items stored in the airport hangars be included in the free and reduced rates — though some owners do not reside within the city limits — to help assist with the cleanup efforts there.
During discussion about the cleanup day during the council’s Thursday preagenda workshop, Councilor Larry Baker brought up the possibility of changing the date of the cleanup to allow people the opportunity to be involved in both the downtown cleanup and the cleanup at the Transfer Station.
A few of the other councilors said they thought there would be better response from residents if both events were on the same day.
During the Monday meeting, the City Council will:
Vote on the recommendations of three members to Albert Lea’s Charter Commission.
Mark Anderson, who has served two terms on the commission, is not eligible for re-appointment, and Iris Tarvestad and Warren Amundson, who have each served one term, are eligible for re-appointment.
The mayor and council have also received nominations of Philip Kohl, Terry Lemer, Susie Petersen, Paul Sparks and Randall Sternberg to the commission.
The commission meets annually. It’s members have to be approved in Freeborn County District Court.
Vote on whether to approve a request from the Albert Lea Convention and Visitors Bureau to use the North Broadway Avenue parking lot for Merriam’s Midway Carnival July 3, 4 and 5.
Albert Lea City Manager Victoria Simonsen said the carnival coordinators have agreed to lower the sound of the machinery during the Third of July parade and when there’s music in the Fountain Lake Park gazebo.
She said department heads within the city have reviewed the request and can support it.
The city’s fee schedule charges $550 for exhibitions and shows within city limits, she said; however, carnival coordinators are asking that fee be waived because the city will receive 12 1/2 percent of the carnival ride ticket sales.
Vote on whether to install a 15-minute parking sign in front of Great Grains Market & Cafe at 112 S. Broadway Ave.
Vote on whether to waive the annual audit of the Blazing Star Trail Joint Powers Board.
Simonsen said she received a letter from Austin’s director of administrative services requesting the council waive Section 8.8 of the joint powers board agreement, which requires an annual audit.
The only activity in 2008 was 12 months of interest earnings.
Simonsen said Finance Director Rhonda Moen approved the request.
