Norman to appear in court Monday

Former Albert Lea City Manager Jim Norman is expected to appear in Freeborn County District Court on Monday with his new lawyer on charges that he misused the city-issued credit card for personal purchases.
Norman, 57, faces one felony count of permitting false claims against government by a public officer, one felony count of theft with the intent to exercise temporary control and one gross misdemeanor count by a public officer.
He made his first appearance on the charges Sept. 29. Just prior to that, Norman resigned as city manager as part of a separation agreement between him and the City Council, which resulted because of the litigations. He had been in the position since May 3.
In the agreement, the city also agreed to request that the charges against Norman be dismissed, but no such action has yet been taken.
Norman had previously been represented by lawyers with the Adams, Rizzi & Sween law firm in Austin, but in October he changed lawyers, instead hiring Albert Lea lawyer Peggy Rockow.
