Walker granted individual freedom

My great-grandfather (Jansen) was a non-commissioned officer with the 3rd Wisconsin Cavalry from 1862 to 1865.

President Abe Lincoln freed slaves in the United States in 1863.

Gov. Scott Walker signed to free Wisconsin government workers on March 11, 2011.

Please explain the chains (legal) have been broken, persons are free! Private groups (unions) do not own groups anymore! The unions want exclusive ownership and compulsory dues back. Say no way!
