MINNEAPOLIS – Four filmmakers who received state grants through the Minnesota Film and TV Board are getting their funding terminated — because the board didn’t follow rules when picking finalists.

The state Office of Grants Management won’t give out $60,000 the filmmakers were expecting to receive. The filmmakers already split an earlier $60,000 payment, and won’t have to repay money already spent.

Filmmakers submitted proposals to the Film and TV Board for projects that had something to do with Minnesota and were almost done. The board got 25 applications, and reviewers watched clips then did a preliminary elimination before looking at more detailed proposals.

But state rules say each proposal must be evaluated equally on a 100-point scale.

Film board director Lucinda Winter says the board was trying to be efficient.
