OF THE COUNTY BOARD
October 17th, 2023
The Board of Commissioners of Freeborn County met in the Freeborn County Boardroom at 8:30 a.m. on Tuesday, October 17th, 2023. Members present: Commissioners Forman, Edwin, Kaasa, Shoff and Eckstrom. The meeting was opened with the Pledge of Allegiance. Commissioner Edwin offered the following motion; MOVED, approving the agenda as presented with the following additions; 1) a Motion to appoint AMC Delegates; 2) Consider a resolution to appoint an Interim Auditor-Treasurer; 3) Consider a resolution to appoint Deputy Registrar; 4) Consider a resolution Supporting Operation Green Light; 5) The County Board will go into a Closed Session to discuss matters pursuant to the attorney-client privilege as authorized by 13D, Subd. 3(b) Motion seconded by Commissioner Eckstrom. After discussion, the Chair declared the motion approved. Commissioner Eckstrom offered the following resolution; RESOLUTION No. 23–283 Approval of the Freeborn County Board of Commissioners Consent Agenda as provided in the Freeborn County Board Rule of Procedure 9(A) 1) Approval of the October 3rd, 2023 minutes; 2) Approval of Regular Full-Time Status Employees 3) Approval of Drainage Ditch Repairs. Resolution seconded by Commissioner Kaasa. After discussion a vote was taken and the Chair declared the resolution adopted. The Commissioners provided Board Committee updates. Chairman Forman asked if there was any public comment and there was none. Commissioner Shoff offered the following resolution; RESOLUTION 23-284 Resolution to approve renewal of Two-Year Interagency Agreement – Region 10 Contracting Services Resolution seconded by Commissioner Kaasa. After discussion a vote was taken and the Chair declared the resolution adopted. Commissioner Kaasa offered the following resolution; A RESOLUTION GRANTING APPROVAL FOR THE RE-ZONING OF REAL PROPERTY FROM “A” TO “RH” PURSUANT TO THE CODE OF ORDINANCES OF FREEBORN COUNTY, MINNESOTA, CHAPTER 42 Resolution seconded by Commissioner Edwin. After discussion, a vote was taken and the Chair declared the resolution approved. Commissioner Edwin offered the following resolution: Resolution was seconded by Commissioner Kaasa. After discussion, a vote was taken and the Chair declared the resolution approved. Commissioner Eckstrom offered the following resolution: RESOLUTION 23-287 Resolution to Accept a Grant Contract Agreement with Minnesota Department of Health for the Bridge Access Program for Immunizations for Un- and Under Insured Adults. Resolution was seconded by Commissioner Edwin. After discussion, a vote was taken and the Chair declared the resolution approved. Commissioner Shoff offered the following resolution: RESOLUTION No. 23-288 Supporting Operation Green Light for Veterans Resolution was seconded by Commissioner Kaasa. After discussion, a vote was taken and the Chair declared the resolution approved. Commissioner Edwin offered the following motion: MOVED, setting a Public Hearing regarding the Freeborn County Cannabis Ordinance for November 7th, 2023 at 9:15 a.m. as part of the Regular Board Meeting. Motion was seconded by Commissioner Kaasa. After discussion, the Chair declared the resolution approved. Commissioner Shoff offered the following resolution: RESOLUTION 23-289 ACCEPTING THE RESIGNATION OF DARIN HABLE Resolution was seconded by Commissioner Eckstrom. After discussion, a vote was taken and the Chair declared the resolution approved. Commissioner Kaasa offered the following resolution: RESOLUTION 23-290 PERMISSION TO FILL THE FREEBORN COUNTY PATROL DEPUTY POSITION Resolution was seconded by Commissioner Edwin. After discussion, a vote was taken and the Chair declared the resolution approved. Commissioner Shoff offered the following resolution: Resolution was seconded by Commissioner Edwin. After discussion, a vote was taken and the Chair declared the resolution approved. Commissioner Shoff offered the following resolution: RESOLUTION 23-292 RESOLUTION APPOINTING INTERIM AUDITOR-TREASURER Resolution was seconded by Commissioner Edwin. After discussion, a vote was taken and the Chair declared the resolution approved. Commissioner Kaasa offered the following resolution: RESOLUTION 23-293 RESOLUTION APPOINTING DEPUTY REGISTRAR This appointment confirms the duties and responsibilities are conferred as of November 10, 2023 and shall be effective upon execution of an agreement between the Registrar of Motor Vehicles Commissioner, Department of Public Safety, State of Minnesota, the Director of Driver and Vehicle Services and Brenda Jensen, Deputy Registrar appointee. Resolution was seconded by Commissioner Shoff. After discussion, a vote was taken and the Chair declared the resolution approved. The County Board went into a Closed Session at 9:12 a.m. to discuss matters pursuant to the attorney-client privilege as authorized by 13D, Subd. 3(b). The County Board reconvened at approximately 10:54 a.m. Commissioner Kaasa offered the following resolution: RESOLUTION No. 23-294 Approval of Claims RESOLVED, that the following claims be allowed and paid on or before October 20th, 2023. General Fund $834,044.45; County Road & Bridge $372,157.70; Human Services $187,794.96; Public Health $66,115.73; Capital Improvements $121,056.81; Debt Service-Capital Imprv.$350.00 County Ditch $36,156.72; Trust & Agency $78,435.68; Payroll Clearing Fund $13,656.75; Turtle Creek Watershed $46.00; Recorder’s Clearing $3,561.00; Social Services Collab $51.23;Tax Collection Fund $276.00; FUND TOTALS $1,713,703.03. Number of Claims not exceeding $300 – 211; Dollar amount of claims not exceeding $300 – $ 19,202.93. Resolution seconded by Commissioner Shoff. After discussion, a vote was taken and Commissioners Edwin abstained from a claim that involves the claims for the Credit Bureau of Albert Lea. The Chair declared the resolution adopted.
