AN ORDINANCE AMENDING CHAPTER 2
– ADMINISTRATION

THE CITY COUNCIL OF ALBERT LEA, MINNESOTA ORDAINS:
ARTICLE III. OFFICERS AND EMPLOYEES
Sec. 2.048. Rules and regulations.
The city manager shall prepare and recommend to the council the following rules and regulations setting forth the rights, duties and responsibilities of city employees:
(a) Personnel. All personnel rules and regulations that adjust, provide or deny employee compensation, benefits, or reimbursements.
(b) Finance. All polices, rules and regulations that supplement budgetary approvals, provide spending allowances, provides lending, and or requires city borrowing.
(c) Economic Development. All rules, regulations and programs that provide or commit incentives with a monetary value.
(d) Engineering. Any policies that calculates the amount of assessments, determines amount of reimbursements or creates project commitments related to infrastructural improvements.
The council shall, by resolution, adopt such rules and may, upon the recommendation of the city manager, amend the rules from time to time and in a similar manner. All other rules and regulations are to be approved by the city manager.
That the motion for the adoption of the foregoing ordinance was duly seconded by Councilor Anderson, and upon a vote being taken thereon, the following voted in favor thereof: Councilors Christensen, Baker, Howland, S. Rasmussen, R. Rasmussen, Anderson and Mayor Murray. And, the following voted against the same: None.
