Administrator’s Corner by Tyler Johnson
Albert Lea Area Schools is part of the High Reliability Schools network. The High Reliability Schools (HRS) framework is an evidence-based model developed by Dr. Robert J. Marzano. It is designed to help schools systematically improve their practices and ensure every student has access to high-quality education. It is grounded in research and best practices. It emphasizes continuous improvement through data collection, reflection, and collaborative problem-solving. The framework is hierarchical, meaning schools focus on mastering each level before moving on to the next and is based on five levels of reliability, each focusing on specific aspects of school improvement.
The five levels of HRS
Safe and collaborative culture
• Ensures that the school environment is safe, both physically and emotionally.
Effective teaching in every classroom
• Focuses on ensuring that teachers consistently use effective instructional practices.
Guaranteed and viable curriculum
• Ensures that the school provides a well-defined curriculum that all students can access.
Standards-referenced reporting
• Shifts the focus from traditional grading to a reporting system based on students’ mastery of standards.
Competency-based education
• Provides students with opportunities to progress through content and skills based on mastery, rather than time.
Southwest was certified at Level 1 during the 2019-2020 school year. At its core, Level 1 ensures schools cultivate a physically and emotionally safe environment where staff and students can thrive. A collaborative culture is essential, emphasizing teamwork among educators, administrators and the broader community. Effective communication and mutual respect are prioritized, fostering trust and inclusivity. Schools at this level focus on clearly defined behavior expectations, anti-bullying measures and open dialogue to resolve issues. When staff work collaboratively and students feel secure, the school becomes a place where learning can flourish.
This semester Southwest will be starting our Level 2 certification. Level 2 centers on guaranteeing high-quality instruction in all classrooms. This involves identifying and implementing evidence-based teaching practices that enhance student engagement and achievement. Professional development plays a critical role, providing educators with ongoing opportunities to refine their instructional skills. Teachers are encouraged to use data to monitor student progress and adjust strategies to meet diverse learning needs. Collaborative teams (CTs), foster collective responsibility for student success.
Achieving Level 1 and Level 2 certification in the High Reliability Schools (HRS) framework signifies a school’s commitment to fostering a safe, collaborative culture and ensuring effective teaching in every classroom. These foundational levels are critical for creating an environment where both students and staff can thrive. By prioritizing safety, trust and collaboration, Level 1 lays the groundwork for meaningful relationships and a positive school climate. Meanwhile, Level 2 builds on this foundation by equipping educators with the tools and practices needed to deliver high-quality instruction consistently. Together, these levels form a powerful combination that not only enhances student engagement and learning but also empowers teachers to continuously grow in their craft. Achieving certification in the first two levels reflects a dedication to excellence and serves as a cornerstone for sustained school improvement and success.
