Should homeowners undo the plow’s mess?

I read an article in Tuesday’s paper about snow removal. Some of the article was about complaints the city got about people who weren’t shoveling their snow. I can see why some people don’t shovel their snow off their sidewalks. Some homeowners have sidewalks that are right next to the street. And when the plow goes by, all the snow from the street goes right on the sidewalk. And when the snow is wet, it makes it really hard to shovel up. Shoveling the snow that falls onto your sidewalk is bad enough. But when the driver of the plow pushes all that snow from the street onto your sidewalk, it really makes it tough. It’s plain stupid.

Does the city really expect a homeowner to be responsible to shovel their sidewalk when the driver of the plow pushes all that snow form the street onto their sidewalk? Where am I supposed to put all that snow that comes from the street? I have no room to put it. Maybe I should put it back in the street. And sometimes it’s a lot of snow. It all depends on how much it snows.
