Grand jury to convene in Winona in deputy shooting

WINONA — Grand jury proceedings involving a fatal shooting by a Winona County sheriff’s deputy will be held locally.
The grand jury will be convened by the Hennepin County prosecutor’s office in Winona. County Sheriff Dave Brand said the proceeding will get under way in January.
A report from the state Bureau of Criminal Apprehension says 25-year-old Chase Kolstad was shot and killed after he refused to drop a weapon he had pointed at officers. They found him on a bridge near Highway 61 on Sept. 14 after he made threats at a house in Minnesota City. The sheriff said later Kolstad had a weapon, but it was not a gun.
