A high-risk sex offender moved to Albert Lea Tuesday from a city in Ramsey County, according to the Albert Lea Police Department.

The offender, Sylvester Akondaye Mustin, 34, is living on the 200 block of College Street. He is classified as a Level 3 sex offender, an offender who has the highest likelihood of reoffending.

With the addition of Mustin in the community, there are now four Level 3 offenders in Freeborn County.

According to a notification fact sheet released by the Police Department, Mustin has a history of sexual contact with juvenile girls ages 12 to 15, including penetration. He used physical force and a weapon to gain compliance and has also broken into a home to gain access to one victim, according to the fact sheet.

He was known to his victims.

The fact sheet states the notification is not intended to increase fear in the community, but authorities believe that an informed public is a safer public.

A predatory offender notification meeting has been scheduled for 6 p.m. Wednesday in the Council Chambers of Albert Lea City Hall to notify the public about Mustin’s move to the community.

Detective Frank Kohl said police did not know Mustin was moving to Albert Lea until he arrived this week. When offenders are released from prison, the notice comes before they arrive. When the offenders are moving from another city, the notice comes shortly after they arrive.

Kohl said Mustin has been out of prison since 2008 but has been arrested on unrelated charges since his release.

Mustin was arrested on a Rice County warrant Thursday evening after police received a call questioning whether Mustin should be at a girls’ soccer game. He was ultimately released from jail after Rice County quashed the warrant.

In Minnesota, offenders are rated based on several criteria, including the seriousness of the offense, age of the victim, prior history, number of victims, offender’s characteristics, substance abuse history and availability of community supports.

Based on the ratings of the offenders, officials know what type of notification to perform when the prisoners are released:

• When a Level 1 offender is released, law enforcement agencies are called and victims and witnesses may be notified.

• With a Level 2 release, more people are notified, including schools, day cares and other establishments that tend to serve potential victims.

• With a Level 3 release, the entire community is notified at a public meeting, in addition to the Level 2 notifications.

Here are the locations of the other three Level 3 offenders in Freeborn County:

In the Freeborn County jail is Matthew Alan Radke of Albert Lea and Brooks Daniel Fisher of London. Radke is awaiting a civil commitment hearing in August, and Fisher faces charges for allegedly violating his predatory offender registration requirements.

Free in Albert Lea is Tai Lars Stadheim. He resides at the Countryside Inn Motel, 2101 E. Main St.

Level 3 offender Cody Padraic Trott, who had moved to the city last fall, is reportedly back in a state prison on a parole violation, Kohl said.
