A Level 3 sex offender is returning to Albert Lea.

Cody Padraic Trott, 22, will be living in the 2100 block of East Main Street.

“An informational meeting was held when he was first released so there will not be another meeting,” a city news release states.

He first moved to Albert Lea in the fall of 2011, and that is when the original information meeting occurred. Back then, he was moving to East 11th Street.

He was arrested in April for a probation violation and is returning from a prison stint, said Albert Lea Police Department detective Frank Kohl.

A notification fact sheet released by the Albert Lea Police Department states Trott has a juvenile history of sexual contact — including penetration — with vulnerable juvenile victims, both male and female. He took advantage of the victims’ vulnerable states and used force to gain compliance, according to the fact sheet.

He was known to the victims and does not appear to have a pattern of perpetrating against people he doesn’t know.
Level 3 is an offender who has the highest likelihood of reoffending. Trott is under supervision by the Department of Corrections, along with Albert Lea police.

AUSTIN — A Level 3 predatory offender moved to Austin Monday, and community members learned last night more about what they need to watch.

Mark Bliven of the Minnesota Department of Corrections presented to roughly 40 Austin residents facts about predatory offenders and the specific rules that Robert Carl Goodew must follow. Goodew moved to the 700 block of Eighth Street NE and will be under supervision of several agents until February 2013. He is initially on 90 days of electronic home monitoring, as well.

Goodew, 21, was charged with second-degree criminal sexual conduct in Freeborn County in 2009 for showing explicit videos to a 12-year-old boy and physically forcing him into sexual contact. Goodew was eventually convicted of third-degree assault. He was placed on five years’ supervised probation and ordered to register as a predatory offender; however, he failed to register — a felony — and was sentenced to prison time and recently released.

While the Department of Corrections assigns risk levels to predatory offenders when it learns more about them, it assigned the highest, Level 3 designation to Goodew as it was concerned about his failure to register and the nature of his crime.
