Police arrested Matthew Howard Humphrey, 29, for open bottle violations, fifth-degree possession of methamphetamine and possession of a small amount of marijuana after a traffic stop at 12:33 a.m. today near the intersection of Fountain Street and Park Avenue. Also arrested was David Louis Wangen, 45, who was the driver of the vehicle, for driving after suspension and a charge of “driver allowing open bottle.”

Anthony Charle Metcalf, 26, was arrested for open bottle violations, possession of drug paraphernalia and possession of a small amount of marijuana.
