ST. PAUL — The Minnesota Bureau of Criminal Apprehension is investigating the killing of a prison inmate who was strangled in his cell.
The Ramsey County medical examiner has identified the victim as 30-year-old Shane Lawrence Cooper. His death was ruled a homicide due to strangulation.
Cooper was found dead on the floor of his cell at the Oak Park Heights prison on Monday. A ligature was around his neck.
The Minnesota Department of Public Safety says a surveillance camera captured another inmate entering Cooper’s cell shortly before Cooper was found dead.
BCA agents have interviewed the other inmate and have identified him as the sole suspect in Cooper’s death.
The BCA will turn its findings over to the Washington County Attorney’s office for review once the investigation is complete.
