Recycle bins too large for seniors

I am a senior living in my own home. The 64-gallon container delivered to my home is too cumbersome and too large to use for my recycling. Right now I put out a 30-gallon can once a month. There are a lot of seniors living in their own homes and a lot of homes with only one resident. None of us need this 64-gallon container.
You may pick up some extra people to recycle, but you may also lose some. I’ve never used carts for my garbage; I use plastic bags, which I can put out in the wintertime on top of a snowbank and it gets picked up. I think you can do better for the residents of Albert Lea.
