ST. PAUL — St. Paul police are defending the arrest and use of a stun gun against a man sitting in a downtown skyway.

Twenty-eight-year-old Chris Lollie said he was waiting in the skyway to pick up his children from a day care center. First National Bank security guards called police to report Lollie had been sitting in a skyway lounge designated for building employees. Lollie said there were no signs that it was a private area.

Police arrived and the situation escalated. Lollie recorded the January encounter on his cellphone which was recently returned to him after charges against him were dismissed. Lollie posted the video on YouTube this week.
