MINNEAPOLIS — A city attorney says a St. Paul man was in a public area of a skyway when police arrested him for trespassing.

St. Paul City Attorney Sara Grewing said Wednesday the charges against Chris Lollie were dropped in July because prosecutors couldn’t prove a crime to a jury. The charges had included trespassing and disorderly conduct.

Lollie said he was doing nothing wrong when police questioned him in January. They used a stun gun on the 28-year-old when they said he resisted arrest.

Lollie, who is black, said the officers stopped him only because of his race. He posted a cellphone video of the incident to YouTube on Aug. 26. It’s been viewed over 1 million times and is under review by city officials.
