After viewing the new city plan, the first word that comes to mind is “amateur.” I hope it did not cost much. Three simple guidelines:

1. How much does it improve service to the customer?

2. How much does it reduce cost for the customer?

3. How does it expand the tax base?

If you cannot measure progress — with numbers — against the above you are wasting everyone’s time and money. Forget the words and quotes!

If you do not measure and benchmark performance, you are doomed to failure!

Now there is a quote! And you can guess who the customer is.
