MOORHEAD — A Moorhead man has been charged with child neglect after authorities said an 8-year-old girl was found in a filthy house without electricity or running water.

Twenty two-year-old Manuel Carrillo was arrested after the incident Thursday night. Clay County Attorney Brian Melton said that police were tipped off by the girl’s mother, who is in custody at the Cass County Jail in Fargo, North Dakota.

Melton said police found the house in a “state of disrepair.” He said people living at the house, including the girl, were “defecating in plastic bags.” Police say razors, torches and drug paraphernalia were found in the home.

According to court documents, the girl is in the custody of other family members.

It wasn’t immediately clear if Carrillo has an attorney.
