Norman case cost more than crime

Surely there must have been a better way to handle Mr. Jim Norman’s so-called “misuse” of a city credit card. One can only imagine the cost of prosecution and to Mr. Norman for his defense.
Is it time for the city to reconsider its policy of issuing credit cards?
