How come there are no charges?

Well, the trial of Mr. Jim Norman is over, but what about the repercussions for an ex-employee who reportedly did the exact same thing he was charged with and walked away scot-free? I’m guessing that a deal was made with her to testify and no charges would be brought against her.

Where are all the people who complained about the charges brought against Mr. Norman now? Why aren’t you asking questions of the finance director? After all, she was in the position of the buck stopping at her desk. She is the one, after all, who turned him in. I guess it is all in who you know. She was able to get herself a new job and no charges. Way to go!

Editor’s note: Considering the trial revealed receipts showing ex-finance director Rhonda Moen made two personal purchases with the city-issue credit card, the Albert Lea Tribune asked some of these same questions of City Hall officials in response to questions posed to us by several readers.

The answer is the first step toward an investigation would require someone with firsthand knowledge to file a complaint with the police. That had not happened by last week, when we asked the questions.

Also, keep in mind there could be more details on her purchases than what was shared at trial. For instance, what if she had her supervisor’s permission? The whole story has yet to be told, and people involved are hesitant to speak freely because an appeal is pending.
