Governor’s proposal is hard to fathom

The governor has proposed that all state employees take an almost 10 percent pay cut. Is he proposing that the prisons not be guarded 24 days a year? Or that the snow not be plowed 24 days a year. Maybe the highway patrol should leave 10 percent of the accidents lying around the highway.
I’m sure, as a former state employee, that if everyone donated 10 percent more of their income for the next two years, the state employees would also.
By the way, there are 260.7 working days per year, so 24 days is about 10 percent, even not counting vacations.
