ADJOURNED MEETING
OF THE COUNTY BOARD
September 19th, 2023

The Board of Commissioners of Freeborn County met in the Freeborn County Boardroom at 8:30 a.m. on Tuesday, September 19th, 2023. Members present: Commissioners Forman, Edwin, Kaasa, Shoff and Eckstrom. The meeting was opened with the Pledge of Allegiance. Commissioner Edwin offered the following motion; MOVED, approving the agenda with the following additions; one additional item under item A. Report of the Sheriff’s Office; to consider a resolution to accept a grant agreement with the Minnesota Department of Transportation for the 2023-2024, Toward Zero Death Enforcement Grant Program in the amount of $29,600. The second item will be under item C. Report of Public Health; to consider a resolution to approve a grant project agreement with the Minnesota Department of Health for Perinatal Hepatitis B effective October 1, 2023 to September 30, 2028. Motion seconded by Commissioner Shoff. After discussion, a vote was taken and the Chair declared the motion approved. Commissioner Kaasa offered the following resolution; RESOLUTION No. 23–269 Approval of the Freeborn County Board of Commissioners Consent Agenda as provided in the Freeborn County Board Rule of Procedure 9(A) 1) Approval of the September 5th, 2023 minutes; 2) Approval of Regular Full-Time Status Employees. Resolution seconded by Commissioner Eckstrom. After discussion a vote was taken and the Chair declared the resolution adopted. The Commissioners provided Board Committee updates. Chairman Forman asked if there was any public comment and there was none. Commissioner Kaasa offered the following resolution; FREEBORN COUNTY MINNESOTA RESOLUTION # 23-270 A RESOLUTION DECLARING THE EXISTENCE AND SALE OF SURPLUS COUNTY PROPERTY Resolution seconded by Commissioner Edwin. After discussion a vote was taken and the Chair declared the resolution adopted. Commissioner Edwin offered the following resolution; FREEBORN COUNTY MINNESOTA RESOLUTION # 23-271 A RESOLUTION APPROVING STATE OF MINNESOTA JOINT POWERS AGREEMENT WITH THE COUNTY OF FREEBORN ON BEHALF OF ITS SHERIFF REGARDING THE MINNESOTA INTERNET CRIMES AGAINST CHILDREN TASK FORCE (ICAC) Resolution seconded by Commissioner Eckstrom. After discussion, a vote was taken and the Chair declared the resolution approved. Commissioner Kaasa offered the following resolution: FREEBORN COUNTY MINNESOTA RESOLUTION # 23-272 A RESOLUTION TO RAISE THE FREEBORN COUNTY SHERIFF’S OFFICE FEE FOR SERVICE FROM $65 TO $75 Resolution was seconded by Commissioner Shoff. After discussion, a vote was taken and the Chair declared the resolution approved. Sheriff Ryan Shea introduced Lieutenant Whitney Wacholz to the County Board after recently being promoted to Lieutenant. Commissioner Eckstrom offered the following resolution: FREEBORN COUNTY MINNESOTA RESOLUTION # 23- 273 A RESOLUTION TO ACCEPT A GRANT AGREEMENT WITH
THE MINNESOTA DEPARTMENT OF TRANSPORTATION FOR THE 2023-2024, TOWARD ZERO DEATH ENFORCEMENT GRANT PROGRAM, IN THE AMOUNT OF $29,600. Resolution was seconded by Commissioner Edwin. After discussion, a vote was taken and the Chair declared the resolution approved. Commissioner Kaasa offered the following resolution: RESOLUTION 23-274 Authorizing Final Payment of CP 023-FRG-999 Resolution was seconded by Commissioner Edwin. After discussion, a vote was taken and the Chair declared the resolution approved. Commissioner Edwin offered the following resolution: RESOLUTION 23-275 Authorizing Final Payment of CP 023-MOL-006 (low CP) Resolution was seconded by Commissioner Shoff. After discussion, a vote was taken and the Chair declared the resolution approved. Commissioner Shoff offered the following resolution: RESOLUTION 23-276 RESOLUTION TO ACCEPT A GRANT CONTRACT AGREEMENT WITH MINNESOTA DEPARTMENT OF HEALTH FOR PERINATAL HEPATITIS B Resolution was seconded by Commissioner Kaasa. After discussion, a vote was taken and the hair declared the resolution approved. Commissioner Shoff offered the following resolution: RESOLUTION No. 23-277 Approval of Claims RESOLVED, that the following claims be allowed and paid on or before September 22nd, 2023. General Fund $1,539,195.82; County Road & Bridge $1,081,663.73; Human Services $181,282.16;Public Health $73,087.74; Capital Improvements $41,008.63; County Ditch $44,466.32; Social Welfare $4.15; Trust & Agency $73,198.92; Payroll Clearing Fund $30,465.24; Recorder’s Clearing $5,103.00; Social Service Collab $125.81; Tax Collection $92.00; FUND TOTALS: $3,069,693.52 Number of Claims not exceeding $300 – 180; Dollar amount of claims not exceeding $300 – $15,985.90; Resolution seconded by Commissioner Edwin. After discussion, a vote was taken and Commissioners Shoff, Kaasa, Eckstrom, Forman voted yay and Commissioner Edwin voted yay, abstaining to the claims for the Credit Bureau of Albert Lea.
