Why make unused legislation?

Has Congress so lost its role in our republic that it is no longer relevant or necessary?

One would expect that when Congress passes laws such as those concerning immigration, then those laws would be enforced. The recent battle between the state of Arizona and the federal government has demonstrated that it is either the Justice Department or the Obama administration that decides which laws will or will not be implemented. It seems the executive branch has usurped the role of Congress and decides through the so-called Justice Department which laws will be enforced and which will not.

Go home, Congress. You are superfluous as far as the administration is concerned. You just get in the way.
